My BBPS services are not activated. How to activate them so that I can collect electricity bill payments and recharge phone,dth etc.

Good Morning,

Almost 1&1/2 month ago I had applied for Activation of BBPS Service. Three times I generated the ticket to activate the service and also called the District Manager many time by ringing on phone and giving him whatsapp messages but he neither he comes to verify nor he picks the phone of mine. I don't know why he is doing so. Please do the needful to activate the BBPS services so that I can use it to pay Bills etc.
